Government has ‘war game’ plans to cope with seven-day energy blackouts

The government has tested energy blackout emergency plans amid fears of national power outages this winter.

The Guardian has seen documents marked ‘official sensitive’ which warn in a ‘reasonable worst-case scenario’ all sectors including transport, food and water supply, communications and energy could be ‘severely disrupted’ for up to a week.

The documents say the government will provide food, water and shelter to the young and elderly if the country experiences prolonged periods of blackouts and a cold winter.

Ministers are currently testing Programme Yarrow – the name of the emergency plan – which has seen a series of exercises with government departments and councils across the country in recent days.
