The owner of the O2 Brixton Academy has been told that the music venue can reopen after a crowd crush killed two people in December if dozens of safety standards are met.
Lambeth council said Academy Music Group (AMG) would have to meet 77 conditions, including strengthening doors and introducing a new ticketing system.
The decision follows a two-day licensing review this week that was launched in response to the deaths last year of Gaby Hutchinson, a 23-year-old security guard, and Rebecca Ikumelo, 33.
The south London venue has been closed since the incident, when 1,000 fans tried to force their way into a concert by Asake, the afrobeats singer.
