For now, it is being cared for by a local animal shelter. Sgt Jason Donaldson told ABC affiliate WTAE-TV that the woman pretended her dog was an emotional support animal in order to get it on board the flight but officials didn't believe her. "We were able to determine that the dog's owner had attempted to fly with the dog this morning and was denied boarding due to having an improper cargo container," Allegheny County police Sgt. Jason Donaldson said. "In turn, the dog was abandoned, and the dog's owner continued to its resort destination as intended." The woman is expected to be charged - local reports say it is illegal under Pennsylvania law to abandon a dog, and convicted owners can face fines of up to $1,000.
