The legal action was launched by five Tory-led councils seeking to stop the Mayor of London's plan to extend Ulez to all the capital's boroughs from August. Drivers of vehicles passing through the Ulez area that do not comply with emissions standards are charged a daily rate of £12.50. To avoid the charge diesel cars must generally have been first registered after September 2015, while most petrol cars registered after 2005 are also exempt. At the moment the measure, which Mr Khan believes is needed to clear up London's air quality, only covers areas within the North and South Circular Roads. The issue came under the spotlight last week after Labour's unexpected loss at the Uxbridge and South Ruislip by-election last week in west London. During his victory speech last week the area's new Tory MP Steve Tuckwell said the vote had been called a "referendum on Ulez". Labour's defeat in ex-PM Boris Johnson's constituency has also led to clashes between Keir Starmer's top team and Mr Khan over the policy. The Labour leader said the Mayor of London should "reflect" on Ulez but noted law required him to make the capital's air cleaner. The party's Shadow Chancellor Rachel Reeves also said it was not the right time to "clobber" people with extra charges during a cost-of-living crisis.
