Many Tory MPs may well have been concerned about his tax plans, but on a brighter note there was a fair amount of pre-Christmas largesse being doled out to the UK's devolved legislatures. Thanks to significant increases in health and education spending, as well as the inflation proofing of pensions and benefits, what's called "consequentials" under the Barnett formula - i.e. a fixed proportion of Treasury cash being spent in England - will be due to Scotland, Wales and Northern Ireland. In Scotland's case that amounts to £1.5 billion, with Wales getting £1.2 billion and Northern Ireland £650,000 and all of that was on top of £4.2 billion which is heading the way of Scottish shipyards for the building of five new frigates. But as ever, there was precious little by way of good cheer, never mind a thank-you, from Nicola Sturgeon, the First Minister. She said the cash wasn't nearly enough and that the five new frigates - three are already under construction - should have been thirteen in number, not five. Mind you, if she's wise the First Minister should choose her words carefully on the subject of ships, given that there are two ferries lying unfinished and well behind schedule in a Clyde yard that her government owns and which will ultimately cost the taxpayers over £200 million. Chancellor ticked many of the boxes worrying the electorate In more general terms, she said that the UK was "almost unique amongst wealthier countries in terms of reintroducing austerity," adding that there was an alternative to Tory mismanagement of our economy.
